New farmers' markets have a very common problem. Without customers, they struggle to attract quality vendors. Without vendors, they struggle to attract customers. Wash, rinse, repeat.
Don't give up on a market just because it didn't work out once or twice. You need to adopt the "three strikes" rule and show it support in the meantime if you want it to thrive.
Sounds harsh, I know...but you cannot expect a brand new market to be able to hit the ground running. Unlike restaurants, they need training wheels.
